Skip permits in Scarborough: who applies, what it costs, how long it takes

Since 2023 skip permits in Scarborough come from North Yorkshire Council rather than the old borough council, and the rules are stricter than a lot of older web pages suggest. Here's the current position, in plain English.

Driveway: no permit

If the skip sits entirely on your property (a drive, a front garden, a yard) you need nothing from the council. Deliver, fill, collect. This is the cheapest and quickest option by a distance, so if there's any way to get the skip off the road, do it.

Road: permit needed, and only we can apply

Anything on the public highway needs a licence. That includes the road itself, back streets, verges and footpaths. You can't apply yourself; only skip operators registered with the council can. We do it as part of the booking.

What it costs

The council fee is currently a little over £90 for a two-week licence. If the skip is needed within three days there's an early start fee on top, around £35. If you need the skip on the road for longer than two weeks there's no extension as such; it's another full licence fee. The council publishes the current figures on its highways fees and charges page and we pass the fee through at cost on your quote.

How long it takes

Allow three working days. That's the honest answer. Ordering a road skip on Monday for Tuesday will cost you the early start fee and may still not happen if the location needs checking.

What the council won't approve

• A skip on the pavement or a grass verge, except in unusual circumstances
• A skip on the road if it could reasonably go on private property
• A skip on any stretch with parking restrictions

So "I'll put it on the road because the drive's got the car on it" tends to get refused. The council's own skip permits page sets this out.

Once it's on the road

The skip has to be lit and coned to the licence conditions. We do that at delivery. The council inspects, and an unlit skip attracts an inspection charge. Two more rules: a full skip must be removed within two days, and the licence runs for two weeks from the start date, not from when you finish filling it.

Practical upshot

Book road skips earlier than driveway ones, keep the skip below the rim, and ring us the day it's full. If you're in a terrace with no drive (a lot of the streets between Falsgrave and the town centre), it's worth asking a neighbour with a drive, or looking at a skip bag or wait-and-load instead, which avoids the licence completely.
